BIOGRAPHY
Troy L. Gwartney focuses his practice on the preparation and prosecution of patents in addition to post-grant practice before the Patent Office. Troy also has experience with patent litigation in the Eastern District of Texas as well as other United States District Courts. He also has experience evaluating patents for essentiality to patent licensing pools. In pro bono work, Troy has represented Veterans in appeals of benefits decisions before the Court of Appeals for Veterans Claims.
His combined experience includes work in the technical fields covering semiconductors, electronic devices, circuits, fabrication, wireless communications, medical devices, mechanical arts, business methods, software, and computer and network architecture.
Prior to law school, Troy worked as a computer engineer for vehicle electronics and as a web programmer and systems administrator.
EDUCATION
Troy graduated magna cum laude with a bachelor's degree in computer engineering from Virginia Tech in 2001. Troy graduated from William & Mary School of Law in 2009. He served as an Articles Editor for the William & Mary Law Review, where his Note, Harmonizing the Exclusionary Rights of Patents with Compulsory Licensing, 50 WM & MARY L. REV. 1395 (2009), was selected and published. He also served as president of the Student Intellectual Property Society. Troy received an ABA/BNA award for legal scholarship in IP and served as a student extern for The Honorable James E. Bradberry of the United States District Court for the Eastern District of Virginia.
